Its some kind of craziness I saw at State Fair.
Lets see if I can sum it up:

Perch in a tank (the height of a buliding's floor, like Zoo sized tanks)
Green "harvestable" stuff growing above... like green roofs popping up in NYC,chi-town, (cubs suck) etc.
Run irrigation on the tical, harvest that stuff and sell it at farmers market or local produce (In milwaukee)
The soil filters the water for the fish...fish are farmed for Milwaukee Friday tradition.
No need for much farming eqpt or filters.

It's a whole "green" & "local produce" ecosystem that can be run by a bunch of tree-hugging, commune working hippies in the middle of the city using old buildings and not much else.
Plus deep fried perch and a salad / herbs grown less than 10 miles away.
